8th Session of the Constitutional Commission`s Territorial Organization Sub-Committee Convened

Mr. Nenad Canak, the Territorial Organization Sub-Committee Chairman, convened the eighth session of this Sub-Committee for Friday, July 18, 2003 at 13.00 h.


Mr. Nenad Canak, the Territorial Organization Sub-Committee Chairman, convened the eighth session of this Sub-Committee for Friday, July 18, 2003 at 13.00 h. Mr. Chairman suggested the following agenda for the session:

1. Discussing the basic issues established by the Constitutional Commission members' experts-consultants, in accordance to the conclusion made by the Territorial Organization Sub-Committee;
2. Any other business.

On the second day of session (July 23) the Constitutional Commission's Territorial Organization Sub-Committee continued the work on the basic issues of territorial organization of the Republic.

The Sub-Committee members agreed that Serbia should be a singular, decentralized, democratic state, in the frame of which the other autonomous provinces but the Autonomous Province of Vojvodina and the Autonomous Province of Kosovo and Metohija COULD BE formed within the three years period.

The Sub-Committee accepted the proposition according to which the Republic of Serbia should have an one-house assembly, in which autonomous provinces shall be represented through a special electoral system, while autonomous provinces' and local self-governments' authentic competencies and the right of their own incomes and property shall be guaranteed by the Constitution. Positions on functions of administration, on protection and monitoring of autonomous provinces and local self-governments, on their constitutional-legal statuses as well as on the special status of the capital, City of Belgrade, were reconciled.
